When a car passes by a neighbor will get the license plate number and will twitter the number to their neighbor like “Hey be careful, a white Ford Explorer with No.12345 is passing by”; if none identified person is passing by another neighbor will text “A tall guy is passing by the sidewalk A” or something like that. This is a method they had to use because the agencies of guards are charging a lot for the service because they had to reduce the employees because of the crisis
