The Hamas-run interior ministry in the Gaza Strip has ordered Palestinians in the territory not to take part in elections called by Mahmoud Abbas, the West Bank-based president. Abbas issued a decree announcing that presidential and parliamentary polls would take place on January 24, but an interior ministry statement on Wednesday said the elections had been called "by figures who do not have the right to declare it".
Ehab Al-Ghsain, a Hamas interior ministry spokesman, said that Gazan officials had been instructed not to co-operate with Abbas's efforts to stage the vote. "Any preparations, any committees, any collecting of names will be regarded as an illegal action that we will pursue," he said.
Ghsain also said that the current Central Election Commission (CEC), which has five offices in Gaza, was no longer entitled to carry out preparations for an election, since Palestinian factions including Hamas and Fatah had agreed during unity talks that a new body should be formed.However, Salih Rafat, a senior official in the Palestine Liberation Organisation (PLO), said on Wednesday that his group still hoped to persuade Hamas to participate.
"The leadership is now making calls to all the Arab countries to assume their role with Hamas to facilitate the holding of these elections," Rafat told the AFP news agency.

The Droid is a fierce phone. Motorola's newest smartphone has a number of features that match and even best its biggest competitor, Apple's (AAPL) iPhone. It has a fast processor. It’s got a large display with almost double the resolution of the iPhone as well as a slide-out keyboard. And it’s got a five megapixel camera with flash and zoom and a video camera that renders your Flip camera unnecessary. Add to that a new sharp-edged form factor straight out of Star Trek. And the marketers have given their campaign a bunch of attitude with their “iDon’t” commercial that pits the Droid directly against the iPhone.
THE NAME Motorola’s first smartphone had too many monikers. Launched on T-Mobile (DT) and powered by Google's (GOOG) Android, it was called the Cliq with Motoblur. The Cliq was the name of the phone and Motoblur was the social software. The launch event left some members confused, and minutes after, I asked him directly whether he thought the jumble of names had been confusing. Jha agreed it was confusing, saying, “The feedback is good but it has taken ten or fifteen minutes to have the ‘aha’ moment.” He said Motorola would improve, and it’s clear that with the launch of the Droid, it has. In one syllable, the “Droid” signals a new type of device.
THE KEYBOARD Motorola’s slide-out keyboard is durable and intuitive. It doesn’t have the loud click that the first Android phone, the T-Mobile G1, had. (Try checking your emails on the sly during a meeting, and that clicking sound will blow your cover.) A toggle pad to the right of the keyboard allows you to navigate much like a BlackBerry trackball. In fact it’s the keyboard that makes the device an attractive alternative to RIM’s BlackBerry for the enterprise market. On November 2, a Citigroup analyst made headlines for cutting his ratings on RIM (RIMM) while upgrading Motorola after he reviewed the Droid.
GOOGLE MAPS NAVIGATION The Droid is the first phone to have Android 2.0, the newest version of Google’s operating system. There is not a lot that differentiates it from the earlier version, but these few changes have a substantial impact. This new product is one example. It’s a free beta version of a new navigation service (like TomTom’s or Garmin’s (GRMN)) that offers realtime directions, turn by turn, with Google Maps. My colleague Jon Fortt just wrote about paying $70 for a similar application for his iPhone.
APPLICATIONS Sure, the iPhone has nearly 100,000 applications and right now the Android Market sports just a tenth of that. But quality matters more than quantity. And with so many Android devices expected to go on sale in the next year, many developers are taking resources away from other operating systems to invest in Android applications. Mint.com CEO Aaron Patzer saw a major boost in users after his iPhone application was featured heavily in Apple’s initial advertising campaign for its App Store. He estimates he added 100,000 users to the site, which he sold to Intuit (INTU) this fall for $170 million. Because his application is so popular, many companies have approached him to develop for their operating systems. “ Microsoft approached me seven times, and they’d offer free support like dedicated engineers,” he says. But Patzer prefers to concentrate his resources. When Mint.com releases its Android application in March, it will be the only other operating system he plans to support. “I’ll get a lot of leverage with so many devices being released,” he explains. “And the programming language is fairly straightforward."
SEARCH One of only four buttons at the base of the Droid’ screen is the magnifying glass icon that denotes search. It searches both the Internet and your contacts to compile information. Hold the icon down for a couple of seconds and the phone will prompt you to speak your query. I tried this with several names and each time, the phone actually returned search results for the correct name on first pass.

UN body criticises Russia abuses
Russia has failed to protect journalists, activists, prison inmates and others at odds with authorities from a wide range of abuses, including torture and murder, a new report by the UN Human Rights Committee says.
The findings came from an 18-member panel of independent experts who urged the Kremlin to implement a number of legal reforms which it said would improve conditions in Russia.
The proposed measures include narrowing the broad definitions of terrorism and extremism under Russian law, decriminalising defamation cases against journalists and granting appeal rights to people forced into psychiatric hospitals by the courts.
Friday's report also said Russia was responsible for reported attacks on civilians by armed groups in South Ossetia in the aftermath of the August 2008 war with Georgia, and called on Moscow to investigate those abuses.

Clinton urges Israel on peace moves
Hillary Clinton, the US secretary of state, has said that Israel must make greater efforts to ensure peace with the Palestinians, a day after supporting Israel on the contentious settlements issue.
Speaking in Morocco while meeting Arab foreign ministers on Monday, Clinton said that Washington remains opposed to Israeli settlements, but that Israel's stance has progressed.
She said she had told Binyamin Netanyahu, the Israeli prime minister, that "positive steps" taken by the Palestinians towards peace, such as improved security in the occupied West Bank, "should be met by positive steps from Israel".
In particular, Clinton highlighted allowing Palestinians greater freedom of movement.
"Israel has done a few things in that regard, but they need to do much more," Clinton said in Marrakesh where she was due to meet the Arab ministers to talk on the peace process.
"[Palestinian President Mahmoud] Abbas has shown leadership and determination on this issue and Israel should reciprocate."
The state department announced that Clinton would fly to Egypt on Wednesday to meet President Hosni Mubarak as part of a regional tour.

US will not alter Iran nuclear deal
The United States has said that a nuclear fuel plan offered to Iran will not be changed after Tehran called for the UN-brokered deal to be reviewed.
Speaking in Morocco on Monday, Hillary Clinton, the US secretary of state, urged Tehran to fully accept the deal which had already been agreed to in principle, saying "we are not altering it".
"This is a pivotal moment for Iran," she told reporters after conferring with senior government officials from several Gulf nations, Egypt, Morocco and Jordan.
"Acceptance fully of this proposal ... would be a good indication that Iran does not wish to be isolated and does wish to co-operate with the international community."
Earlier on Monday, Iran asked for a technical review of the plan designed to restrain its potential for making a nuclear bomb.
The UN plan requires Iran to ship about 70 per cent of its uranium abroad for conversion into fuel before being sent back to a Tehran reactor monitored by the UN nuclear watchdog.
The US and other Western countries are concerned that Iran may be enriching uranium for use in nuclear weapons, but Tehran insists its programme is strictly for research and energy production.

Online thieves step up bank raids
Cyber-criminals have developed sophisticated ways to remain undetected, a new report finds.
The report, from security firm Finjan, describes how one gang, based in the Ukraine, stole 300,000 euros (£269,000) in 22 days.
It used a sophisticated piece of malicious software which fooled banks' anti-fraud systems as well as forging bank statements to hide the thefts.
It also recruited innocent job-seekers as so-called money mules.
Such mules were needed to prevent a direct money trail being traced back to the gang.
The specific attack, monitored during the month of August, was aimed at the customers of several German online banks.
The German police have been informed.
The server used by the gang has been frozen although it is not known whether gang members have actually been caught.

'Hitler skull' revealed as female
A bone fragment believed to be part of Adolf Hitler's skull has been revealed as being that of an unidentified woman, US scientists have said.
The section of bone - marked with a bullet hole - was used to support the theory that Hitler shot himself.
Russian scientists said the skull piece was found alongside Hitler's jawbone and had put it on display in Moscow.
But US scientists said DNA tests revealed it actually belonged to a woman aged between 20 and 40.
An archaeologist from the University of Connecticut travelled to Moscow, where the fragment has been on show in the city's federal archive since 2000, to take a sample.

Filmmakers demand Polanski's release
Woody Allen, Pedro Almodovar and Martin Scorsese have "demanded the immediate release" of fellow filmmaker Roman Polanski, who was arrested in Switzerland on a U.S. arrest warrant related to a 1977 child sex charge.
They were among 138 people in the film industry who signed a petition against the arrest.
Polanski was on the way to the Zurich Film Festival when Swiss police detained him in response to the American warrant.
The filmmaker pleaded guilty in 1977 to having unlawful sexual intercourse with a minor but fled before he could be sentenced. He settled in France, where he holds citizenship. Investigators in the United States say Polanski, then 43, drugged and raped a 13-year-old girl.
The filmmakers objected to his being arrested en route to the film festival, which held a tribute to him this year.
"It seems inadmissible to them that an international cultural event, paying homage to one of the greatest contemporary filmmakers, is used by the police to apprehend him," said the petition, backed by France's Societe des Auteurs et Compositeurs Dramatiques (Society of Dramatic Authors and Composers).
"The arrest of Roman Polanski in a neutral country, where he assumed he could travel without hindrance ... opens the way for actions of which no one can know the effects," said the signatories, who also included actresses Monica Bellucci and Tilda Swinton and directors David Lynch, Jonathan Demme, John Landis, Alejandro Gonzalez Inarritu and Wim Wenders.

Iran insists on 'nuclear rights'
Iran has said it will not negotiate over its right to develop a nuclear programme when it meets officials from the five permanent members of the UN Security Council and Germany in Geneva on October 1.
"We can discuss about disarmament, we can discuss about non-proliferation and other general issues," Ali Akbar Salehi, the head of Iran's Atomic Energy Organisation, said on Tuesday.
But Salehi ruled out any discussion of the country's second uranium enrichment plant.
"We are not going to discuss anything related to our nuclear rights," he added.
Tehran disclosed the second plant to the UN nuclear watchdog last week after Western intelligence agents reportedly discovered its existence.
"The new site is part of our rights and there is no need to discuss it," Salehi said.
Washington had demanded ahead of the talks that Iran come clean about its nuclear ambitions, which several Western countries have suggested include a drive towards nuclear weapons.
Tehran, however, has repeatedly dismissed these accusations saying that the atomic program is to meet civilian energy needs.
