North Korea Open to Nuke Talks

I just saw today on the CNN new that the leader Kim Jong II of North Korea has said that they will take part on bilateral talks with the United States to talk about its nuclear program.

There is a Six-Party negotiations in which six countries with nuclear power participate, this are:

  1. The United States
  2. South Korea
  3. Japan
  4. China
  5. Russia
  6. North Korea
North Korea said that they will rejoin the party.
The United States said that they are willing to convince North Korea to take a path to complete denuclearization.

"North Korea has repeatedly used negotiations over ending its nuclear weapons program as a way of extracting aid and diplomatic concessions from the outside world." (The New York Times

So what will this affect the relations with North Korea?

North Korea said that they will be open for dialog and that they will be accepting any sanctions from the UN.
But will they really be accepting any sanctions from the UN?
